OPEC: Shale Gas has ‘Large Potential’

"The Organization of Petroleum Exporting Countries has conceded that shale gas has "large potential" in its latest report on the outlook for the global oil industry.

"According to the Vienna, Austria-headquartered organization’s World Oil Outlook 2012 report, published Thursday, the main use of shale gas in the foreseeable future will be to replace coal in electricity generation, and as a feedstock in the petrochemicals sector.

"But OPEC also pointed out that shale gas development is in its infancy and there are considerable uncertainties about the size of the resources, the economics of its development and the potential contribution to future supply.

"Noting that, so far, shale gas production is coming primarily from North America, with total shale gas production in the United States jumping from 15 billion cubic feet per day in 2010 to 25 billion cubic feet per day in 2012, OPEC’s report said that ‘replicating the success of U.S. shale gas development internationally requires addressing many key challenges including water shortages, a lack of infrastructure, higher population densities, a shortage of skilled labor and the NIMBY effect’."

“Lee Hunt, a former president of the International Association of Drilling Contractors, said there were still potential opportunities off the island. The first Repsol well, he said, was not productive, but a subsequent study of the drilling results concluded that there could be promising oil-producing rocks in nearby waters.

“The second well drilled by Petronas found only heavy oil that was so thick it could not be economically lifted out of the ground. And the third attempt by the Venezuelan state company found rock that was so hard and thick that it wore down drill bits before reaching oil.”

[Step 1.] Urine is put into an electrolytic cell, which separates out the hydrogen.

One need not read any farther than “electrolytic cell“. You could separate the hydrogen out of tap water, but the energy you have to put in in the form of electricity is always more than the energy you get out of the hydrogen.

What we really need is mandatory education in the sciences for journalists who insist on covering topics related to energy and the environment.

LA-3 Runoff: It’s a Jungle Out There

In a Jungle Primary oddity, Tuesday’s election pitted two incumbent Republicans vying for a single seat in Louisiana’s new District 3 (Southwest LA). The results:

  • Rep. Charles Boustany (R-Lafayette) – 45%
  • Rep. Jeff Landry (R-New Iberia) – 30%
  • Attorney Ron Richard (D-Lake Charles) – 22%
  • “The Field” 1 (R) & 1 (L) – 3%

Until the entry of the unknown Richard into the race, Boustany had been expected to win in the November 6 race. (I am told that internal polling numbers showed a generic Democrat would poll 21%. Apparently Richard’s immediate family and friends added the extra 1%.) Since neither incumbent exceeded 50% of the vote, the top two finishers meet in a runoff on December 8.

The race between Boustany and Landry probably will only intensify during the next 31 days as both candidates still have cash to spend. Boustany raised $3 million for his re-election bid, and Landry built a war chest with $1.8 million, according to reports filed with the Federal Election Commission detailing campaign fundraising and spending through Oct. 17.

Combined, Boustany and Landry spent $3.8 million before Tuesday’s primary election. Boustany has about $918,000 remaining in cash on hand, and Landry has at least $638,000 to bolster his odds before the Dec. 8 runoff.

… Boustany was a “heavy favorite” to win the election outright before Richard entered the race, but the Democrat’s inclusion on the ballot probably stopped Boustany from winning the election without a runoff.

I was disappointed to see this election turn so nasty — on both sides. I am definitely not looking forward to the mudslinging leading up to the runoff.

I voted for Rep. Boustany in the general and I will vote for him in the runoff. My support of Rep. Boustany makes me the odd man out among RedState contributors, but let me explain.

I like Jeff Landry on a personal level. In fact, I wrote the diary that introduced him to RedState readers during his successful bid for the old District 3 seat 2010. (That district, which covered much of southeast LA, was lost to redistricting, setting the stage for 2012’s circus.) [Corrected per citizenkh. – Ed.]

Boustany has served in Congress since 2005. He sits on the Ways and Means Committee. There is little doubt that of the two, Boustany is more aligned with the House leadership. Landry’s voting record scores considerably more conservative.

Here’s the issue that separates the two in my mind: Landry introduced language into the Coast Guard reauthorization bill that would mandate greatly use of standby boats in offshore oil operations. It so happens that Landry’s base of financial support are owners of offshore supply vessels.

A year ago, my company was an owner of a marginal gas field in the Gulf of Mexico (since abandoned). Landry’s amendment was a threat, a grossly unnecessary expense for no added benefit. If implemented, it will cost jobs, hurt small operators’ economics, and cause the premature abandonment of shelf properties.

Mr. Landry stands by his amendment.

Choosing a candidate to support is not as simple as reading a scorecard. There is a matter of personal style and effectiveness and atttention to issues that matter in the district.

Obama May Levy Carbon Tax to Cut U.S. Deficit, HSBC Says

“Barack Obama may consider introducing a tax on carbon emissions to help cut the U.S. budget deficit after winning a second term as president, according to HSBC Holdings Plc.

“A tax starting at $20 a metric ton of carbon dioxide equivalent and rising at about 6 percent a year could raise $154 billion by 2021, Nick Robins, an analyst at the bank in London, said today in an e-mailed research note, citing Congressional Research Service estimates. “Applied to the Congressional Budget Office’s 2012 baseline, this would halve the fiscal deficit by 2022,” Robins said.

“Hurricane Sandy sparked discussion on climate protection in the election after presidential candidates focused on other debates, HSBC said. A continued Republican majority in the U.S. House of Representatives means Obama’s scope for action will be limited, Robins said. Cap-and-trade legislation stalled in the U.S. Senate after narrowly passing the house in 2009. “

‘Eco-Taxes’ Planned for a Second Obama Term?

The issue of Climate Change has been a no-show in the 2012 election cycle; one would think that ManBearPig had been named an endangered species. But a two-year study commisioned by Barack Obama’s Treasury Department will recommend ways to “green” the tax code by using it to craft disincentives for creating carbon dioxide and other greenhouse gases.

If you wanted to design a sure-fire recovery-killer, you couldn’t do much better than a carbon tax. Obama has targeted the oil, natural gas and coal industries throughout his first term. There’s no doubt that a study legitimizing tax warfare on domestic energy extraction would enable an all-out attempt to cram “green” reforms through Congress starting early in 2013.

A Romney administration would unleash domestic energy production; it is the first of five steps in his economic plan. Obama would clearly take the nation in the opposite direction. Are you listening, swing state voters, especially in Ohio and Pennsylvania? Continue reading

“It was the first time since September 8th that Ri had appeared in North Korean media output, a fact that has attracted widespread attention and inspired a number of competing theories.

“One of the most prominent among these is that Ri has fallen pregnant, and therefore retreated from public life. Her appearance in two KCNA photographs, one from a significant distance in a long cream-colored jacket and another one while seated behind a table, do not allow for absolute confirmation of the theory, but lend it very strong credence.”

North Korea Declares “Quasi-State of War” #rsrh

The North Korean authorities have declared a quasi-state of war this morning, according to sources inside the country. …

The period roughly matches that of South Korea’s ‘Hoguk’ military exercises, which started yesterday and will continue until November 2nd. In addition, the declaration came shortly before South Korea was due to launch a rocket from its launch base in South Jeolla Province.

However, it is unclear at this stage whether North Korea’s decision to issue the declaration is related to either event.

Free Hurricane Tip for My Friends in the Northeast #rsrh #acat

The single worst preparedness tip I heard this morning was on NBC’s Today Show. Some guy was telling listeners that, since they might be without running water for a few days, they should prepare for toilets that don’t flush. Therefore, stock up on kitty litter (!).

Um.

Here’s even better advice. Fill your bathtub water with water before the storm and get a bucket. You may be surprised to learn that your toilet does not require electricity or a working internet connection to flush. After you finish your chores, simply pour a bucket of fresh water into the tank and flush as usual.

But, hey, if you really feel like crapping in a litter box, don’t let me stop you.
